A first-of-its-kind effort in the Midwest, Minnesota’s statewide ETA program benefits from the active participation of and collaboration with the state’s five largest investor-owned natural gas and electric utilities. The core group is further informed by additional Minnesota utilities and market actors that include manufacturers, distributors, and contractors, among others.

In 2021, the State Legislature authorized Minnesota’s Department of Commerce to approve establishment of a new energy efficiency program to accelerate the deployment and reduce the cost of innovative technologies and approaches. Today, Minnesota’s ETA is administered by the Minnesota Department of Commerce, Division of Energy Resources and funded by energy utilities.
